What does IP68 weatherproof rating mean for outdoor lighting?

IP ratings use two digits: the first (6) indicates the fixture is completely dustproof; the second (8) indicates the fixture is continuously submersible at a defined depth — typically 1 meter for 30+ minutes. IP68 is the highest commonly available consumer-grade protection.
